A Chief Deputy within the Sheriff Department, Paul Billings becomes a close partner of Juliette Nichols following the death of Deputy Marnes. Initially a member of Judicial, Billings was Bernard Holland's choice for the next Sheriff following the death of Holston; he was, however, overlooked by then mayor Ruth Jahns.

Billings was formerly a deputy working under Holston in the Sherrif department in the Mids before moving to work in Judicial for a brief period. After his marriage, Billings sought better working hours and returned to the Sherrif Department for a better work/life balance. Billings becomes the first choice for Judge Meadows to replace Holston as Sheriff when he goes out to clean, but this is overlooked by Ruth Jahns. who instead appoints Juliette Nichols—Holston's choice as the next Sheriff.
After Sam Marnes is murdered, and following shortly after Bernard Holland is elected interim mayor following Jahn's death, Billings is given the title of Chief Deputy, and begins working closely with Nichols. Nichols doesn't trust Billings, however, and believes that he works too closely within the confines of the Pact to get the job done properly. When investigating Douglas Trumbull, Billings becomes angry at Nichols when he realises that she planted a relic in his apartment in order to bring him into the investigation.
Things become more difficult for Billings when Nichols reveals that she is aware that he is suffering from the Syndrome and as a result, should not be working within the Sheriff Deparmtent. She urges him to keep out of her business in return for her keeping his condition a secret from Judicial.[1]
