A Deputy within the Sheriffs' Department, Sam Marnes was a respected officer within the Silo. Unbeknownst to many within the Silo, Marnes was in an unsanctioned relationship with Mayor Ruth Jahns.

Deputy Marnes was the Deputy Sheriff under Holston Becker and his right-hand man, often working closely with Becker and Mayor Ruth Jahns, who he secretly was in an unsanctioned relationship with. Marnes was present during the Silo's Freedom Day celebrations, and was also the officer responsible for arresting Allison Becker when she expressed her desire to clean.[1]
Two years later, Marnes was still working as the Silo's Deputy and accompanied Holston to the lower levels of the Silo when George Wilkins unexpectedly falls to his death from the Silo's stairwell—this, however, is unknown at the time and it is believed by many in the Silo that Wilkins was murdered at the order of Judicial. Marnes is later left to witness Holston declare his intentions to join his wife and go out to clean.[1]
