Judicial is a de-facto government organisation that operates at the top of the chain of command in the Silo. Judicial is responsible for creating and enforcing the laws of the Silo, known as the Pact, and does this with the utmost care to maintain order among the residents of the Silo. Judicial works closely with Judge Meadows. It was originally believed that Judge Meadows was the head of Judicial, it has since been revealed that Bernard Holland is the head[1].
Little is known about Judicial, other than residents of the Silo shiver at the mention of their name. It is currently unknown how much of the Silo's origins Judicial know, and whether they are aware that the outside is not as baron as the residents of the Silo are led to believe.
