The Order was a guidance book, presumably prepared by the Founders and distributed to each of the fifty[2] silos. It contained within guidance on governance of the silos and steps to take in the event of certain situations.

The book is a thick book bound in burgundy leather with gold embossing to the spine; the only shown version of the book was in the possession of Bernard Holland.[3]

Guidance[edit]

Much of the Order's contents remains unknown and ambiguous. In the case of Silo-18, only Bernard Holland and Meadows knew of its existence; the latter knew some of its contents, presumably from her time as Bernard's shadow.

Failed cleaning[edit]

One section of the Order gave guidance on what to do in the event of a failed cleaning; the overarching guidance was to prepare for a rebellion, as presumably the Founders had anticipated that in the event of a failed cleaning, the inhabitants of the Silo would come to believe that they were being lied to, and would want to go outside — this is shown to be true in the context of Silo-17, who rebelled when one of the inhabitants was sent out to clean but chose not to; this eventually lead to the death of all of the Silo population except Solo.

Whilst much of the guidance regarding what to do in the event of a failed cleaning remains ambiguous, it was revealed by Meadows that the Order tells the Mayor to place the blame on Mechanical, inciting a rebellion in Mechanical that could be quashed by Judicial and the Mayor to create a false sense of security;[2] this is the guidance that both Bernard and Sims follow after Juliette fails to clean.
