Silo-1 was the first Silo to be built, and the main Silo which oversees and manages the other Silos. Silo-1 is the operating base for the Operation Fifty co-leaders Thurman, Erskine, and Victor; inhabitants of Silo-1 are cycled in-and-out of cryogenic stasis every few decades to work six-months shifts.

Silo-1 is the main Silo in the Wool universe. It is Silo-1 which oversees and manages the other 49 Silos. All of the Silo's maintain communication with Silo-1, which monitors the events and the populations of these Silo's and has the power to intervene if necessary for the 'good of the Silo'.
Silo-1 is aware that every few decades, internal rebellions happen within the Silo's. Silo-1 contains this by a process known as "resetting", in which they reduce the population within the Silo, wipe the computers—essentially destroying all knowledge of what has happened—and giving the remaining residents drugs to induce amnesia. On the rare occasion that a Silo's rebellion is successful enough to either overwhelm the IT Department, or gain control of the air lock, Silo-1 can terminate the inhabitants by releasing poison gas.
Operation Fifty communicates with the other Silo's via the IT Department, and as such, it is a last resort that Operation Fifty would reset a Silo should the IT Department be overthrown.
